ntsc monitor & animation for broadcast

Hi,
I'm planning on animating some shorts for potential viewing on broadcast tv & good quality dvd's. First, is it necessary to have an NTSC monitor to see my product while editing/compiling? I was thinking about getting a Sony L2 13" color monitor with a decklink card to use from my mac. I have a 23"HD apple cinema display monitor for my editing/coloring/compositing. BTW, I'm planning on hand-drawing/inking, scanning in, coloring and animating in either Flash or AE and probably outputting using AE, although I've been hearing quite a bit about toonboom and am considering using that (the studio $400 version.) The animation I'm planning on doing is a combo of 2d & cut-out stuff. Any advice on the monitors (or whole process of necessary gear/software/tips) would be greatly appreciated. I'm a mac person.
