Background Designer Needed

I need a background designer to create a night time cityscape for an anime music video that I’m animating. The backgrounds must have an anime/gothic/comic book style, create a mood through the dramatic use of light and shade, and be created in various angles. References could be Hellsing, Ghost in the Shell, Batman, etc. The backgrounds are for animation, so the foreground, middleground, and background must be created on separate layers so that I can add animated effects to them.
