Hypothetical: if I drew 1,440 (1280px X 720px) cartoon (Paint program) pages, times 30 minutes, what type of program would I need to put all 44,000 of them in to, to create a YouTube video? In the year 2019, there just HAS to be something that would eliminate the need to do all 44,000 of them by hand, isn't there? :)

no you do not have to but that would not be animation. you can use auto keyframe. but that will look like more like math than animation. because that is what auto keyframe is. math, you have to sacrifice quality and uniqueness for speed. if animation is not done by hand
and the size of an image does not matter. if done as a vector
