Suggest an animation software for a newbie.

Hey, I need to make some short animated scenes for a ww2 movie. Not sure if its better as 2d or 3d.

The animation is of a map of europe showing terriroty changing colors as the war progresses. I need the ability to pan the camera around that map.

Also on the map are army blocks moving around, and radio towers emitting propoganda picutres.
