need about 1 minute pilot movie animation in 2d

I need about 1 minute pilot movie animation in 2d… my budget is: 1500 $ ( including :monologues/dialogs and music) 2d pilot animation movie in (HD)high definition format.

(around 1 minute long, including background view, characters design, story board, the characters voice -acting and talking +Arabic modern music in back round).

The animation  will be used as a pilot for  my feature film/TV Series script(we in our partnership will present in festivals and contest)!!!

with your corporation I would like that we will  offer my completed script to an  animation producer/director.

(the completed  script is also good for : cartoons/ comics/ web series/ graphic novel/video games).

Note:

I need to see your 2d animations with monologues and dialogs as needed for my pilot

     1. how long it will take to create my pilot?

     2.attaching the script in this email

     3.my favorite animations is "the wall" in the last scene called "the trail" my artistic direction is "nirvana police" by tristan cutting(will you be able to make the pilot on this level?)

     4. the characters in the plot are: bizarre, loony, creepy, and sinister(I need bizarre, loony, creepy, and sinister characters for my pilot. Will you be able to create what I want? can you show me samples with acting and with the characters  monologues/dialogs)

     5.can you create my pilot in more fast speed than the normal?mabe 50% faster? I got an idea that the pilot will be more mad and bizarre because the faster speed(like the charliy  chaplin movies in the beginning)

     6.if needed – I can send you first scene of my script that will gives you more explanation and atmosphere for my pilot 2d animation

The 7 Democratic government Representatives are staying at the “White Mouse” facility-A prison and a Psychiatric Hospital for Mental Illnesses and Ego.

All took place in a large, fancy Bedouin tent inside the prison. At the desert. A sign in its entrance, written in Arabic and English: Welcome to the White Mouse for the year-end celebration of 2020.the Seven Democratic government Representatives sat, using hookah smoke and glance at the Arab belly dancers. Alexander monro the president,Barney Chaplin his deputy and the other 5 ministers were holding their trembling hands with fervor over seven Arabic
