I'm leery of downloading material from a poster with very limited history on these forums, as your provided link requires. If you place the film on Youtube with only direct-link access that would allow viewing without requiring a download.
However, for an interim action, my suggestion would be to ask the student to supply the source files for the work, and to supply a time-line of how they constructed everything and created this film. If they have plagiarized it, they won't have these items, or they will be evasive as to how it was all made.

Your colleague is an animation teacher? If he is, he should constantly encourage students to make their own animation works.As long as they have a little bit of progress are giving them affirmation, make them confident in myself, may avoid the phenomenon of plagiarism.:p
