When animating two characters, do they share a cel?

I'd say more often than not, no.
It would make sense only if the characters were in constant motion and/or had the same timing or maybe if it was a large, anonymous crowd being animated. Everything else would mean having to trace the characters on hold which would be a lot of work and likely lead to the traced character jittering slightly as small inaccuracies can never be completely avoided. Also, no timing adjustments could be made to individual characters.

Yea you wouldn't be able to adjust timing for each individual character, unless you painted the same exact character over and over again in the same pose to slow it or speed it up...

When animating two characters, do they share a cel?

If they are touching , yes. Sometimes it makes more sense to draw both characters on the same level .
Sometimes the characters are touching or overlapping but are registered to one another while still being on
separate levels.

If they are not touching or overlapping in any way then there's no reason to have them drawn on the same level,
though in the old days when the limit of cel levels was 5 levels it would often be a practical matter to combine
characters onto the same level , especially in crowd scenes.
