I've been trying to find information on a cartoon short I saw many years ago. It's about a firework rocket stuck in a swamp. He's a smug character in an undignified situation. All he can think about is how glorious he will be when he finally goes off, but when he finally does, no one is around to see him.

It sounds like the Remarkable Rocket by Oscar Wilde.
There were a few adaptations of his stories animated in Canada in the 70s by Gerald Potterton IIRC.
