Is there a general estimate on production timelines, e.g. seconds per day per animator?
I know there are a lot of variables.

There are a huge number of considerations to make when trying to do a schedule.
How complex is the animation
How much are you willing to pay
How long do you have before you have to deliver the first show
Do you already have a team
What level of experience is your team
Is it traditional, digital or cg
Those are some of the basic questions. there are many more. A good book to get is called Producing Animation. Can't remember the names of the authors but I think it is listed somewhere on the awn site?
The range can be any where from 20 seconds, or less, to over 2 minutes a week per animator.

robert is pretty much correct. it all depends on complexity, quality and also on what you are working with..

i recently concluded something where an animator was averaging 35 seconds a day but it was rudimentary Flash and lip sync executed from provided keys.

i did a traditionally animated film using water colours which was 4 mins in 28 days by a team of 6 so id reckon was around a 1.5 sec a day (cleaned up and coloured)
