cartoon question (ye gods!)

okay, if anyone has a good sized cartoon collection, you may be able to help here..I have dim memories of a cartoon where there was a water shortage.. lead character(s) go up in a plane and lassos a baby cloud, stuffing him into the cargo hold of the plane..his cries bring on his HUGE menacing family who attack the plane (and it rains..hooray)...as a child, I found those giant clouds very disturbing
..I think it may be a Terrytoon, (was it heckyl and jeckyl?) and yes, I'm aware that Paramount/King Features did a drought cartoon with the annoying Little Audrey character, but that isnt the one I'm thinking of..
...anyone?
