how to composite a pop up 2d cartoon over live action?

hi, im working on a pitch for a kiddie concept. we have a pop up hand drawn character that will show up on relevant video images playing on tv.
any idea how i can composite that? like in premiere or after effects or what the relevant software would be?
it would be something like pop up video from VH1 except the pop ups would be animted characters.

I think AfterEffects will be your weapon of choice... then again with all the new video capabilities that Flash has, that may be a more cost effective route.

If your live material has a moving camera you would need some sort of motion tracking, AfterEffects has a tool for 2D tracking that works on material thats not too complicated. And you can comp your material in AE as well.

ok. what is going to happen is the live action feature will be a normal film or documentary playing and the pop ups are like used to enhance the info on the screen through the pop ups.

i thought after effects would be the way to go. wasnt sure if Flash would have the ability.

Flash can do it but you are going to have huge file sizes if they are long clips. I've done it before, importing video into Flash, but it won't import the audio, and it keyframes every frame of your imported video. After Effects, or a similar program would most likely be your best bet though.

After Effects is great, and Flash could do it, but I'd go even simpler with it. Most decent editing software (Final Cut, Premiere) has basic compositing available (which it sounds like all you need). Both Premiere and Final Cut have near After Effects abilities, so you can animate things around, fades, overlays etc. (not quite as many opitons, though), but unlike After Effects, you won't need to render out the whole clip and import it into your editing software just for a couple second pop up. You'll also be able to play around with the timing in the editor and not have to jump between programs (not to mention saving several hundred dollars if you don't already own the software).

However, if you need to do something complicated with it, you'll probably want a decen compositing program like AE.

Yes,Animated Ape is right,that Flash can do it and even without loosing audio.I think it depends on the software which you use.For ex.I use the software from geovid and it converts not only video but the audio too.

If your animation is composed already as a motion file (quicktime, avi), then Premiere or Final Cut will be a much faster route. If you still need to compose your animation, then use AE.
