A $10,000 budget sounds like a lot, but once you break it down to per minute, per foot, and per drawing then it doesn't really go that far.
$10,000 / 26 minutes= $384 per minute.
90 feet of animation = 1 minute ( one foot of animation=16 frames. one second of animation = 24 frames. one minute of animation has 1440 frames.
1440 frames / 16 ( 1 foot)= 90 feet of film.
$384 / 90feet= $4.2 per foot--or barely 25 CENTS per drawing (single frame)
The explicit nature of the material aside, that is really absolute bottom of the barrel rates for animation.
The sex actions are likely going to involve a lot of cycles, but to make it look like other hentai you'll need to add shadow and highlight layers to the characters, as well as effects animation. That means each scene will require DOUBLE the stated amounts of animation.

I know the budget is low, thats why I'm open to any software that will enable cutting corners, like Moho or Flash if necessary.
i think you could do well if you used Flash and def save a lot of time and money. i could chalk out a plan for what you would need to do but i couldnt pick up the work or recommend anyone due to its explicit nature

By the way, I am somewhat familiar with flash, though I mainly use the program Studio Artist 3.0 which is a hybrid vector/raster application which can be used for traditional cel animation (I have a scanner and wacom tablet, too) or for various digital processes.

especially since you have not mentioned any direct info as per what avenues you have IRONCLAD at your disposal to make sure you
A: have the budget to pay this small amount vs. the risk to the animator's career
B: the ability to actually sell the material and stay in business long enough to not file bankruptcy or make any other excuses to not pay the animator who puts their career at risk to help you.
Until you state directly the safeguards for animators in this regard, you really need to retract your post or state you are willing to work for "bargain basement crap".
If this offends you, too bad, because the risk you ask of animators for the price you state - withut them apparently having any input as to what material would be erotic to THEM - is VERY offensive.

Well in Tinnycan's defense, they did stated up front that the material was offensive and the rate of pay was low. That's known going in and its the job being offered.
As for harm to a animator career............c'mon..........all the animator has to do is simply not list it on their resume and/or acknowledge the job if they are not proud of it. There's no risk there, unless someone comes along and sees the stuff on their desk, and even then--who's business is it?
As for selling it, well in this world, porn sells pretty easily. Its a fairly simple matter to sell this kind of stuff and there's a definite customer base for it.
The matters of taste and such aside, its a in-demand product and this kind of work is more than likely going to see its way to completion.
The only difficulty will be in getting good-enough talent to work on it for the rate of pay.
I've done adult material before, I've had adult commissions--but its never caused my career to suffer. Lots of prominent cartoonists submit all kinds of erotic/sexual material to publications like Playboy and Hustler, and some even become quite famous and regarded for it. The stigma really isn't there.
This kind of job offer, with its subject matter and low pay, is something that's purely up to the individual artist to pursue.
