What programs are people using for digital animation these days?

Hello, I used to make small Flash videos about a decade ago and I stopped for various reasons (one of which was the gradual disappearance of Flash).

My simple question is: if I wanted to do something similar to Flash animation today, what are the best animation programs these days for a hobbyist like myself?

I've heard of ToonBoom and other similar products - or are people still using Flash?

Since I mostly dabble I'm also not looking to spend loads of money (though I used to buy Flash back in its heyday).

There are some not expensive programs you can start out with. I do not remember any titles but someone might post a few titles.

Most people still uses Flash, but I noticed that Toon Boom is getting a big space recently. And its really affordable, you can just "rent" it for 15$ a month, 6 if you're a student. I would rent it myself but I'm still learning the animation basics.
