Get a PC with at least an i7 processor, around 16 gigs of Memory, a high end graphics card, and a good 24 inch monitor, perferably a dual monitor set up. You don't need a large Hard drive as you external hard drives have come down in price and can always used as a back up. I've always gone with Dell's and have never had any problems with them. I run Maya, Flash, Photoshop and Premiere on it. Don't get a Mac, they are over priced. Dell ships with bloat wear, so before you do anything with your computer, I sugest unistalling all that garbage, like movie players, anti-virus software, photo editors and so forth.
Good luck,
