study concept animation and developing of characters animation and enviroments

Hi

I am intersted to improve my skill in concept art and create enviroments for animation and feature film.and character for 2D and 3d..can be graduate program or short courses in New York are or Los Angeles area (maybe Londod as well but i prefer in USA) dosnt matter the diploma.
I have already BA in Fine Art and in Film so i dont want go for 4 years to animation school but can be MFA or better shorts courses until 1-2 years or diploma.

I know a little bit somw program like basic Photoshop Maya and after but i more intersted about the coincept and developing character and less for softward lika maya and extra
