i have read through the submission requirements, rule etc for Ottawa and it doesnt mention copyright anywhere.

what is the deal with using copyrighted music in an animation for festivals?

is it just a general assumption that you dont use it?

It's generally unacceptable, in that it's an illegal use of the material.

It's up to the entrant to sort that out. When we receive a submission we assume that everything has been cleared. We don't go through each competition finalist to verify whether they're all cleared material or not. It's not our job. If something ain't right, it'll fall on the entrant's shoulders, not ours.

If, by chance, we happen to spot a possible problem, we'll send an email to the entrant.

We had a case a few years ago where an animator had to change the music between the time of acceptance and the festival screening.

I don't advise this though because if you change the music, you change the film. And that means the festival could re-consider accepting your work. Better to make sure everything is a-okay in advance.
