It's not always the best. Each medium has its strength. A popular story that is flowery and descriptive that describes what charcaters are thinking in narrative may not translate well visually...for one example. Chuck Jones was adamant about adapting faithfully. Diseny used stories like Jungle Book as only a springboard. Both Jungle Books , book and Diseny film ,are entertaining and the best for their respective media. Jones' Jungle book from what I heard was faithful to the text but people genrally dislike it. Shrek is nothing like the book which served as a vague concept sketch for the film but both are the best for their media.
Graphic design can be best. Sometimes one image can communiacte better in one image than a succession of drawing which don't add or else it takes away from the message.
Audio has its strength. Watching animation on the radio sucks.;)
Video? Animation vs Video? You're comparing an artistic expression to a physical medium. Animation can be on video.
Your question is essentially about communication and asking to debate why one language is the best.
