Tarsem Singh has boarded KILLING ON CARNIVAL ROW as director, reports Deadline.com. Written by Travis Beacham, the story takes place in future city that looks like 18th Century London where a serial killer plagues the streets where both humans and other creatures reside.

Producers Arnold and Anne Kopelson are in negotiations with a studio and hope to start production in June in New Orleans. Previously, directors Guillermo Del Toro and Neil Jordan had circled the project.
