HTML cartoon animation

Hello,

I know some HTML5 and CSS. I like to create animations with background music onto my website. I draw simple cartoons in Gimp and my Intuos drawing board. What is the best way (opensource) to draw and transfer that onto an webpage as an animation with background music?
