what does "clean animation" mean when referencing keyframes?

Question, what does "clean animation" mean when referring keyframes? I think i have it narrowed down to two possibilities:

Either every frame on time line that has a keyframe, all controlers are keyed (which results in some controlers having keys that are doing nothing).
OR
Keyframes are only located where necessary to have proper movement (This method has less keys overall but not every pose has all controllers keyed.

I am sure you have seen animatics where you would see one clean frame followed by very rough drawing.
