I just bought "The Alchemy of Animation: Making an Animated Film in the Modern Age" by Don Hahn. In the book story I did a quick flip through this very short book but one page cought my eye. There is a graphic of the production pipeline for a feature film, which shows the work flow, the time line for the different department. From what I have seen so far, this is a good basic book to have.
Any advice for animation producers...such as outsourcing budgets and such?

Nope, but this is a very thin book. I remember seeing a book in the book story that covered outsourcing, budgets and other stuff. You should check the web page of Barns & Noble or Borders Books for titles. I know that they are in the film section at the store. Sorry I can not be of more help.
