I want to learn Animations, creating Cartoons 2D ... I am Freelance web Designer and Developer and Familier with Flash
Plz guid .. which is best software for 2D animation ... and books ... tutorials ... etc ...

That depends on what you want to do exactly. If you're planning on creating animations for the Web then Flash might be your answer.
There's a program called Anime Studio from e-frontier that looks promising. It generates vector art so it might be similar to Flash but probably has some features specific to animating that would be more time consuming than in Flash.
The big boys are using tools like RETAS, Animo, or Toonz. That's thousands of dollars for one of those setups though.
