it looks like two frames are just constantly rotating, I am just wondering do I have to manually draw the 2 frames or theres a program that will generate the second frame?

You should be able to reproduce this effect with the software you are using.

this is not my own video.. I want to make something like this.. I have zero animation background.. I only edit videos so I use after effects and premiere..

What is it called, I call it a wiggle but there may be other names. The effect can be made by having two drawning of the same image but are not exacact copies. Think about a length of film, if you had one of a person and to took two frames to make the effect. Even if the person was totally still, there would be small difference from frame to frame. Take two frame that show enought of a difference, for your task, and reproduce them.
If you wont three seconds of gitter, then you will need 72 frames. Half the frames show the head in one posision and the other 36 frames will show the head at the slightly different posision.
Any video editing software will do this so if you are animating or using live shots, you could pull this effect off.
Does anyone else have ideas on this?
I actually want to do the same thing as the link i provided.. Is there a software that will automatcially help me reproduce??
right now I can only think of the super manual way by drawing an object twice and just wiggle the second one a bit and copy and paste multiply sets of the 2 frames together in the timeline....
but that will take forever since essentially I need to re draw the first frame...

I do not use Adobe but I would think that it could help you. You are still going to have to draw the images but the software can duplicate it, rotate it and a lot of other things.

you should be able to achieve the effects you want in After Effects, either using the wiggle effect or by manually moving the object slightly frame by frame.
