PULCINELLA AWARDS INTERNATIONAL TV CARTOONS COMPETITION SECOND EDITION AMALFI, APRIL 5-9, 1997 PULCINELLA AWARDS CONCOURS INTERNATIONAL DE DESSINS ANIMÉS TÉLÉVISÉS DEUXIÈME EDITION, AMALFI 5-9 AVRIL 1997

	AIMS The aim of the "Pulcinella Awards" International TV Cartoons Competition is to promote the knowledge and appreciation of animation programmes for television and new media areas, as well as to support the authors, scriptwriters, directors producers and animators of the whole world in their efforts to combine art, education and enjoyment in their products. The Festival will help buyers, distributors and programmers to choose high quality innovative products. OBJECTIFS Le but du Concours International de Dessins Animés Télévisés est de favoriser une meilleure connaissance des programmes d'animation pour la télévision et les nouveaux médias et de les mettre en valeur en vue de soutenir les auteurs, scénaristes, réalisateurs, producteurs et animateurs du monde entier dans les efforts qu'ils déploient pour conjuguer l'art, l'éducation et le divertissement et d'aider également les acheteurs, distributeurs et programmateurs à choisir des produits qualitativement efficaces et innovateurs.

	LOCATION, DATE, PROMOTERS The 2nd edition of the Competition will take place in Amalfi from 5 to 9 April 1997 as a part of the "Cartoons on the Bay "- International Festival of Animation promoted by Sacis, with the support of Regione Campania, Provincia di Salerno, the municipal authorities of Amalfi, Ravello, Salerno and the Ente Provinciale del Turismo. It is held under the patronage of the Italian Association of Animated Films ( Asifa-Italia). LIEU, DATES, ORGANISMES PROMOTEURS La deuxième édition du Concours aura lieu à Amalfi du 5 au 9 avril 1997 et constituera la section de compétition de CARTOONS ON THE BAY, Festival International de l'Animation. Ce Festival est organisé par la SACIS avec le concours de la Région Campanie, de la Province de Salerne, des Municipalités de Amalfi, Salerne et Ravello, de l'Office Provincial du Tourisme et il est placé sous le patronage de l'Association Italienne des Films d'Animation.

	ENTRY REGULATIONS The Competition is open to animated series of all lengths and animated Tv movies. Pilots of series can be submitted provided their running time is equal to the running time of an episode of the series to be. Works must have been completed after 1st January 1996 and can be realized with any animation technique, in accordance with the definition of animation as formulated by the Association Internationale du Film d'Animation (Asifa). As regards series with episodes of 3 minutes or more only one episode must be submitted for selection. For series with episodes of less than 3 minutes three episodes should be submitted. The episode must be chosen among those already in distribution or ready for distribution. There is no charge for the entries to the Competition. MODALITES DE PARTICIPATION Le Concours est ouvert à tous les produits animés pour la télévision (série et TV spécial), films-pilote compris, à condition qu'ils aient le format d'un épisode de la future série. Peuvent participer les produits achevés après le 1er janvier 1996 et réalisés par n'importe quelle technique d'animation conforme à la définition qu'en donne l'Association Internationale du Film d'Animation-ASIFA. Pour les séries télévisées dont les épisodes dépassent trois minutes, il ne doit être envoyé qu'un seul épisode. Pour celles dont les épisodes durent moins de trois minutes, l'envoi doit être de trois épisodes. Le choix des épisodes devra être effectué parmi ceux déjà en distribution ou prêts à l'être. L'inscription des programmes à la manifestation est gratuite.

	DEADLINE AND INSTRUCTIONS FOR SENDING WORKS AND RELATED MATERIALS For each work are requested 2 videotapes VHS (see Art. 5 for technical requirements) which must be received by the Festival Secretariat before January, 31st 1997. This material shall be sent by international carrier at the sender's expense. Each work must categorically be accompanied by the following materials: duly filled-in entry form; a short presentation of the work in English (no more than 10 lines); for the entries in the Series category: a synopsis in English of the selected episode (no more than 10 lines); artistic and technical credits; biofilmography of the author, of the director and of the scriptwriter at least 2 photographic stills for publication in the Festival catalogue (a colour transparency or slide, or a colour print); Materials and videocassettes submitted to the Festival will not be returned. DATES ET INSTRUCTIONS POUR L'ENVOI DES OEUVRES ET DE LA DOCUMENTATION De toute oeuvre devront être envoyées deux vidéo-cassettes VHS qui devront être conformes aux caractéristiques techniques précisées à l'article 5 suivant. Ces vidéo-cassettes devront parvenir au Secrétariat du Festival avant le 31 janvier 1997. Leur expédition devra avoir lieu par courrier avec frais d'expédition à la charge de l'expéditeur. Toute oeuvre devra obligatoirement être accompagnée de la documentation suivante: fiche d'inscription (entry form) remplie dans toutes ses parties une brève présentation de l'oeuvre en anglais (10 lignes maximum) pour les séries, un synopsis en anglais de l'épisode présenté (maximum 10 lignes) fiche artistique et technique biofilmographie de l'auteur, réalisateur et scénariste deux images au moins de l'oeuvre pour être publiées dans le catalogue (photo-color, diapositive ou photo en couleurs); Le matériel envoyé pour la sélection, vidéo-cassettes comprises, ne sera pas restitué.

	TECHNICAL REQUIREMENTS Entries must be on 2 videotapes VHS 1/2" format in PAL,SECAM or NTSC standard. The cassettes must contain only the work to be submitted. The works admitted to the Competition must be sent, upon the request of the Festival, on Betacam SP standard PAL, not later than March 10th, 1997 together with a dialogue list, either in English, French or Italian. CARACTERISTIQUES TECHNIQUES DES OEUVRES Les oeuvres devront être présentées en deux copies format VHS standard PAL/SECAM/NTSC. Les vidéo-cassettes devront contenir uniquement l'oeuvre à soumettre à la sélection. Pour les oeuvres sélectionnées au Concours il sera demandé d'envoyer, avant le 10 mars, une copie Betacam SP standard PAL accompagnée de sa liste des dialogues en italien, anglais ou français.

	SUBTITLES The official languages of the Festival are Italian, English and French. All the programmes selected for the Competition will be subtitled by the Festival. LE SOUS-TITRAGE Les langues officielles du Festival seront: l'italien, l'anglais et le français. Le Festival se chargera du sous-titrage des oeuvres en Concours.

	SELECTION The works submitted to the Competition will be selected by the Artistic Director of the Festival, who may be accompanied by one or more experts. LA SELECTION La sélection des oeuvres à admettre au Concours sera effectuée par la Direction Artistique du Festival, à laquelle pourront être adjoints des experts internationaux.

	THE INTERNATIONAL JURY An International Jury made up of five personalities from the world of animation, culture, film and television, will judge the works selected for the Competition and assign the Pulcinella Awards. LE JURY INTERNATIONAL Un Jury International composé de cinq personnalités de l'animation et du monde culturel, cinématographique et télévisé jugera les oeuvres en Concours et décernera les Prix Pulcinella.

	THE PULCINELLA AWARDS In reference to the place where the event takes place, the symbol and the award of CARTOONS ON THE BAY is the famous Neapolitan PULCINELLA mask of the 16th Century "Commedia dell'Arte". The version chosen is by Giulio Gianini and Emanuele Luzzati and comes from the 1969 film which had an international success. The Jury will assign the following awards: "Golden Pulcinella" · Best Character of the Year · Best Series of the Year "Silver Pulcinella" · Best Series for Infants · Best Series for Children · Best Series for Adolescents · Best Series for Adults · Best Series for All Audiences · Best Tv Movie · Best European Series There is also a maximum number of three Special Mentions, to be made at the Jury's discretion for particular aspects such as direction, screenplay, animation, scenography or technical innovation. No award may be divided between two or more competitors. Every work admitted to the Competition will receive a certificate of participation. LES PRIX PULCINELLA Le symbole et le prix de CARTOONS ON THE BAY est PULCINELLA, le célèbre masque napolitain de la Commedia dell'Arte du XVI° siècle dans la version qu'en ont proposée Giulio Gianini et Emanuele Luzzati dans leur film de 1969. Le Jury décernera les prix suivants; "Pulcinella d'or" · Meilleur Personnage de l'année · Meilleur Série de l'Année "Pulcinella d'Argent" · Meilleur Série pour Petits Enfants · Meilleur Série pour Enfants · Meilleur Série pour Adolescents · Meilleur Série pour Adultes · Meilleur Série pour Tous Publics · Meilleur Spécial TV · Meilleur Série Européen Le Jury pourra en outre décerner à sa discrétion un maximum de trois Mentions Spéciales pour la réalisation, le scénario, l'animation, les décors, l'innovation technique ou autre. Aucun prix ne pourra être décerné ex-aequo. Toute oeuvre sélectionnée au Concours recevra un diplôme de participation.

	THE INTERNATIONAL SHOW- CASE All the programmes not selected for the Competition will participate in the International Showcase where they will be available to buyers, distributors and other officially recognized visitors of the Festival. For this purpose boxes for individual viewing and for collective viewing will be set up. The Festival reserves the right to refuse admittance to the Showcase for those programmes which for any reason are deemed inappropriate for the event. Every work admitted in the Showcase will receive a certficate of participation. INTERNATIONAL SHOW-CASE Tous les programmes non admis au Concours participeront à l'International Show-case où ils seront visionnés par les acheteurs, distributeurs, programmateurs de télévision et autres délégués présents au Festival. A cette fin, des box de vision individuelle et des salles de vision collective seront aménagés dans des locaux ad hoc. Le Festival se réserve le droit de ne pas admettre au Show-case les programmes qui, pour une raison ou une autre, ne correspondraient pas à l'esprit de la manifestation. Toute oeuvre présentée au Show-case recevra un diplôme de participation.

	THE CATALOGUES: (In printed and CD-Rom formats) Every film presented to the Competition and the International Showcase will be featured free of charge in the catalogue of the Festival, which is both printed and in CD-Rom format. At the moment of sending the programme it is necessary to authorize the Festival to show a video excerpt of thirty seconds to be included in the CD-Rom catalogue. The Cartoons on the Bay catalogues are a valuable instrument for reference and documentation of the annual production of international televised cartoons. LES CATALOGUES (imprimés et en CD-Rom) Tout programme présenté au Concours et à l'International Show-case sera inséré gratuitement dans le catalogue du Festival dans les deux versions, imprimé et CD-Rom. L'autorisation d'inclure un extrait vidéo de 30'' dans le catalogue CD-Rom sera demandée au moment de la rédaction de la fiche d'inscription (entry form). Les catalogues de Cartoons on the Bay constituent un important outil de référence et de documentation sur la production annuelle de l'animation télévisée internationale.

	GUARANTEES FOR THE ENTRANTS Entries to the Festival will be treated as private and confidential and will not be shown or even partially broadcast on TV or any other media. With the producer's authorization in accordance with the F.I.A.P.F. regulations, part of the works might be shown for solely journalistic purposes. GARANTIES POUR LES PRESENTATEURS Les oeuvres soumises au Concours seront traitées selon les critères de la plus grande discrétion et ne seront en aucune manière diffusées, même partiellement, ni sur des chaînes de télévision ni sous aucune autre forme. Sur autorisation des présentateurs et conformément au règlement de la Fédération Internationale des Producteurs de Films (F.I.A.P.F.), la diffusion d'extraits des oeuvres est uniquement prévue à des fins journalistiques.

	COMPLAINTS Participation in the Competition implies full acceptance of the terms of the regulations as stated in this document. All claims or unforseen matters not covered under these shall be decided by the Board of Administration of Asifa-Italia, the Italian section of the Association Internationale du Film d'Animation, the patron of the Festival. CONTESTATIONS La participation au Concours comporte l'acceptation intégrale du présent Règlement. Les éventuelles contestations ou les cas non prévus seront réglés par le Conseil de Direction de l'ASIFA-Italie, section italienne de l'Association Internationale du Film d'Animation, sous le patronage duquel est placée la manifestation.
