  • 1. Support and patronage
  • The 21st International Animated Film Festival will take place in Annecy from 26 - 31 May 1997. It is financially supported by the National Centre for Cinematography (CNC), the French Ministry of Culture, the Ministry of Foreign Affairs, PROCIREP, the city of Annecy, the Rhône-Alpes Regional Council, the Haute-Savoie Regional Council and the European Community Commission. It is fully recognized by the International Federation of Film Producer Associations (FIAPF) and is placed under the patronage of the International Animated Film Association (ASIFA).

  • 2. Which works can be entered ?
  • Any frame by frame or computer assisted animation work made for cinema or television may be entered. In order to compete, works must be registered under one of the following categories : a) fiction films - short films (made on film print) - short films (made on video print) - feature films (made on film print only) b) TV films - TV series - TV specials c) commissioned films (made on film or video print) - educational, scientific or industrial films - advertising films Only works completed after 30 September 1994 and never previously entered for selection at the Annecy Festival can be taken into consideration.

  • 3. Technical requirements
  • a) For selection Works submitted for selection can be presented on film or video prints. Films Standard 35 mm (optical sound track only) and substandard 16 mm (optical or magnetic sound track) formats are accepted. Video tapes Video tapes must be presented on 3/4 inch Umatic cassettes BVU or Betacam SP for the Pal system. In view of the poor quality of VHS tapes and the desire to judge films objectively, the latter are not accepted. Please record only one work on each tape. b) For competition For fiction films only (short films and features), directors or producers must undertake to provide a film print if the selected film was submitted for selection on video cassette only. However, short films originally made on video may be submitted on this medium. If the Festival's offices do not receive the film copy before 30 April 97, the film selected will not be presented in competition. Commissioned films and TV films can be presented on video cassettes if so desired.

  • 4. Which works cannot be entered ?
  • In order to preserve the original character of the competition, prize-winning films from the Zagreb International Festival cannot be entered for competition.

  • 5. Registrations and dates
  • * No registration fee is required. * The registration form (supplied by the organizers) must reach the Festival's offices before 2 January 1997. The candidate is under strict obligation to enclose : - the director's biography and filmography - a photo of the director - at least 5 black and white photos and 5 colour slides from the film - text of dialogues or commentaries with the French or English translation (in order to subtitle the film if selected). * If a film is selected for competition, in order to allow suitable promotion (in 1995, 320 journalists attended the Annecy Festival) the producer must provide an adequate supply of stills, negatives and documents.

  • 6. Deadline for receipt of films for selection
  • Copies of works submitted for selection must reach the Festival's offices before 10 February 1997. Works sent to or delivered to organizers after this date cannot be accepted for the official selection. Only prints in perfect screening condition will be accepted.

  • 7. Transportation and insurance
  • * Transport costs and insurance charges of prints, as well as any other related charges - notably customs forwarding agents' fees for import and export - must be fully paid both ways by producers, directors or authorized organizations. * The International Animated Film Festival will be responsible for warehousing and insurance costs of the prints only between the time prints are taken into care and the time they are handed over to the carrier. * In case of loss of or damage to prints, the organizers' liability is limited to replacement value. Please indicate cost of print US $) in country of origin. In case of damage, the insurance policy of the Festival provides compensation to the producer in the country of production covering the cost of replacing the damaged material, upon presentation of the invoice.

  • 8. Subtitling
  • * The Annecy Festival will subtitle non French-speaking short works presented in competition. It will bear all expenses of this operation only if the organizers receive the complete original text of dialogues and commentaries, as well as their French or English translation, before 10 February 1997. The Festival has no claim to the translations, which will remain the property of the producers. * Non French-speaking versions of feature films and TV series (one episode) must be subtitled in French by the producers themselves, at their own expense.

  • 9. Selection committees
  • * The Selection Committees are made up of : - the Festival Manager, - the members appointed by the President of the CICA who are selected within at least 60 % foreign personalities ; 60 % of them must be professionals from the animated film world. * None of the members must be, in any manner, related to production or distribution of works submitted for selection. * The Selection Committees are responsible for choosing works presented in the official selection. Selection will take place from 22 February to 9 March 1997. National quotas will not be taken into consideration, and works presented will be chosen according to their quality and interest - notably the fact that they have never been shown before. * After written notification of the decision of the Selection Committees to the producers and directors, no request for the withdrawal of a work presented for the official selection will be accepted after April 10th 1997. * Producers whose works have been submitted for selection but not selected will be informed by mail before the opening of the Festival. It is their duty to inform the film directors themselves.

  • 10. Composition of programmes for the official selection
  • The Festival Director defines the order and composition of the progammes presented for the official selection. He also decides programme schedules.

  • 11. Juries
  • Composition of two International Juries made up of 4 to 6 members is decided upon by the President of the CICA 60 % of the juries are made up of foreign personalities. Half of them must be made up of professionals, including one producer. None of their members must be, in any manner, related to production or distribution of works presented in competition. The President of each jury is appointed by the President of the CICA.

  • 12. Official Prizes
  • a) fiction films - short films The Jury will award the following prizes : . one "Grand Prix for best animated short film at Annecy 97" . one Special Jury Prize . one Prize for best first film . one "Special Distinction" awarded for script, backgrounds, quality of animation, or a combination of the above features, etc. . one "Special Distinction" for soundtrack quality. - feature films : The Jury will award the following prize : . one "Grand Prix for best animated feature at Annecy 97". b) TV films : The Jury will award the following prizes : . one "Grand Prix for best animated TV programme at Annecy 97" . one special prize for best TV series (episode up to 12 mins) . one special prize for best TV series (episode 13-26 mins) . one prize for best TV-special (up to 52 mins). c) commissioned films The jury will award the following prizes : . one educational, scientific or industrial film prize . one advertising film prize

  • 13.
  • The producers and directors of award-winning films at Annecy should mention the prize obtained, the year and the name of the Annecy Festival in the credits of their film and on all documentary material.

  • 14. MIFA 97
  • The international animated film market MIFA 97 will take place at the same time as the Annecy Festival.

  • 15. Loans or gifts of film prints
  • The Annecy Festival requests that producers kindly agree to loan or donate a print of prize-winning works. Any producer may in fact leave a film copy or cassette with the Festival Authorities. The Annecy Festival also requests that all producers of films presented in competition section kindly agree to loan or donate a cassette. Copies are deposited in the National Film Archives in Bois d'Arcy under the supervision of the National Centre of Cinematography. A contact stipulating use in accordance with FIAPF recommendations approves each deposit. Film selection is in no way influenced by a decision to deposit a copy or not in the Festival Archives.

  • 16. Advertising and exhibition material
  • All available advertising material (posters, leaflets, etc.) as well as a selection of original documents used for the making of the film (storyboard, sketches, backgrounds, cels, puppets, etc.) are welcome. They can be exhibited during the Festival. At the end of the Festival they can either be returned or deposited in the International Animated Film Museum according to the owner's wishes.

  • 17. Non specified cases
  • The Festival Director settles all cases which do not fall within the terms of the present regulations.

  • 18. Disputes
  • Participation in the Festival implies acceptance, without reservation, of the terms of the present regulations. Should the meaning of the latter be contested, the French version alone has legal value.

  • 19. Data Protection
  • The information requested, including photos, is required to make your badge and will be included in electronic or paper media linked to the Festival and MIFA. This information will also be used on the Internet and in the Festival's permanent data base "Animaquid". In keeping with the French Law on Data Protection (6 January 1978) you may exercise your right of access, rectification or opposition to information about you contained in our files by contacting the Director of the two events in question, the Festival and MIFA.
